On 15 May 1946, the Special Committee on Jet Engineering under the Council of Ministers of the USSR formed a task "for the members of the Special Committee leaving for Germany to familiarise themselves with work on RT" which resulted in 98 representatives of ministries and departments being sent to Germany to study German rocket industry.
The special committee was created just the day before - on 13 May 1946. It was headed by Georgy Malenkov, a member of the Communist Party’s Politburo. His deputies were Dmitry Ustinov, Minister of the USSR’s Armament Union, and Ivan Zubovich, Minister of the USSR’s Industry of Communications.
In Germany, the commission worked with missile enterprises, institutes and design bureaus in the Soviet zone of occupation. The commission was needed to restore the documentation for the V-2 long-range missiles completely, prepare 35 missiles and conduct their tests and create a laboratory train for all types of missile tests and their launches.
The Commission established a second institute in Berlin specialising in the development of anti-aircraft missiles. By the end of June, it prepared a draft government decree on the organisation of work to recreate the long-range missile A-4 (V-2). The committee and the commission became a focal point for all civilian, industrial and military forces involved in rocket science.
