On 14 May 1946, the Council of Ministers and the Central Committee of the Belorusian Soviet Socialist Republic issued a joint resolution, ordering the improvement of the graves of Red Army soldiers and partisans who had died in the battles of the Great Patriotic War on the territory of the republic. It was decided to erect monuments on the graves; to install commemorative plaques on the buildings where the front headquarters had been located and to mark cities and villages in the former partisan zones with commemorative signs.

Memorials had to be unified - the relevant department was instructed to develop model projects by 15 June 1946 with the important caveat that, since funds were scarce, inexpensive materials needed to be used.

It was impossible to deliver the model projects by the time required since the development time had been extremely short. The projects were selected by a jury on 6 July and were then published as an album.

The hasty decision led to unexpected results, as often happens. Authentic monuments of soldiers made in a realistic manner appeared in Belarusian towns and villages and these memorials still make a strong impression on visitors.
